The award file
Work through one competitive-bid or Reg 36 deviation file, item by item, and see which audit evidence is missing before the Auditor-General asks for it. Describe the file first: the route, construction works and value decide which items apply and how long the advert had to run.
With both advert dates, the advert item is checked against the minimum period: 14 days, or 30 days over R10 million or long-term (Reg 22). Use roles, not names.
Gap list
Missing evidence and checks first, highest audit risk first, in file order. Items not checked yet follow. Print it as one A4 page for the file.

Load award files
Score many award files at once against the same 24 items. Try the fictional Thembalethu sample, or upload your own two CSV files. Nothing is uploaded anywhere: the files are read in this tab.
award_id, bid_number, description, value_incl_vat, method, award_date, department, and optionally construction (yes or no)
award_id, item_id (1 to 24 or an id such as tax), status (on_file, missing, partial, not_applicable), note. Older files with item_no 1 to 15 still work.

File scorecards
Red files first. Red means below 70% or any High-risk (critical) gap, whatever the score.

Gaps to fix
Each gap gets a responsible role and a fix-by date. Edit them here; changes stay in this tab.
